No. B127 adds a tire rotation (1) and both engine and cabin air filters (2) on top of the same B and 7 that B7 has. B7 is the smaller of the two - if your dashboard shows just B7, do not pay for a rotation or filters unless they show up as a separate code or you actually need them.

No. B7 is exactly two items: the B service and the brake fluid. A rotation only shows up if a 1 is also in the code, as in B17 or B127. If you want tires rotated at the same visit, ask for it - it will not be included by default.

Mostly yes. Oil, filter and the brake fluid flush are all doable with basic tools and, for the brakes, a vacuum or pressure bleeder and the correct bleed order. The inspection portion is the one part a shop does better with a lift - worth doing as your own visual walk-around even if you cannot replicate the full check.

There is no fixed mileage. The B follows the oil life monitor and the 7 follows a roughly 3-year elapsed-time clock, so B7 appears whenever those two happen to be due on the same visit rather than on a predictable interval.
